THEARC: An Art and Social Services Collaboration as a Means of Community Revitilization

This paper provides the background and proposes a strategic plan for THEARC, an unusual collaborative project between a for-profit developer and a variety of arts and social service nonprofit organizations in the economically challenged Southeast region of Washington, DC. In particular, the paper investigates fundraising options to cover shared operating expenses for the project.
