Abstract  

This major paper examines the topic of public art in municipal programs, as well as issues and difficulties surrounding its evaluation. In researching public art, I found substantiating statements by experts in related professional fields, from psychology to crime prevention, that document how public art can fulfill claimed benefits. Finally, I propose a measurement tool, the Matrix of Metrics, which can be used to evaluate an individual artwork, elements of an art program, the project, or the entire program.
