| Abstract | This paper explores how decisions are made within the New York City public schools regarding music education and the involvement of outside arts organizations. Arts partnerships and models of implementation are discussed with examples focusing on music education. It provides a history of politics, studies, and programs that have taken place on a national and local level over the past 35 years. Three decision makers in three public schools in the New York City school system are interviewed about the history, budget, and administration of their schools with a specific focus on music education. | |
